Mexico on the verge of decriminalizing possession of small amounts of drugs

The Congress of Mexico has passed a bill that will decriminalize the possession of small amounts of drugs for personal use. The passage of the bill has drawn criticism from Washington, D.C.

Under the law possession of up to five grams of marijuana, half a gram of cocaine (or about 4 lines) or 25 milligrams of heroin would no longer be a crime in Mexico. In addition, possession of small amounts of LSD, MDA, ecstasy, and methamphetamine would also be legalized, officials said.

Current Mexican drug possession law allows charges to be dropped against defendants if they can prove that they are addicts and if the amount is the quantity necessary for personal use. The new law reportedly removes the “addict” requirement and sets specific legal quantities

President Vicente Fox is expected to sign the bill. According to President Fox’s spokesman, Ruben Aguilar, “This law gives police and prosecutors better legal tools to combat drug crimes that do so much damage to our youth and children.”

San Diego Mayor and former police chief Jerry Sanders seems to disagree, calling the legislation “appallingly stupid, reckless and incredibly dangerous.”

“If enacted, even the most reasonable person will have room to question Mexico’s commitment to the war on drugs,” he said. “I think many, including myself, will view this as a hostile action by a longtime ally to the United States.”

E Cigarettes Vs Tobacco Dependence Study Sep 13

Electronic cigarettes (often referred to as “e-cigs”) have become increasingly popular over the past few years, but relatively few electronic cigarette scientific studies have been conducted to determine whether or not e-cigarettes are likely to produce a lower level of physical dependency than traditional cigarettes. A recent study spearheaded by Dr. Jonathan Foulds, Professor of Public Health Sciences at Penn State College of Medicine, has aimed to remedy this lack of publicly available scientific research by way of conducting an online survey of over 3,600 current and former smokers who now use e-cigarettes as an alternative nicotine delivery system. The study found that most current e-cigarette users actually feel “less addicted” to e-cigarettes than they did when using traditional tobacco cigarettes.

The survey indicated that although e-cigarette users may not have changed their overall amount of nicotine intake (24 tobacco cigarettes per day versus 24 e-cigarettes per day), they did experience a noticeable decrease in the amount of withdrawal symptoms that normally accompany smoking cessation, such as irritability and physical urges. Below are some other interesting data points that were mined from the study:

* E-cigarette users did not feel the need to vape right after they wake up in the morning, a sharp contrast to the typical early morning cigarette urge that most traditional tobacco users experience.

* Most e-cig users could now make it through an entire night without waking up in the middle of the night to satisfy a nicotine craving.

* Roughly two-thirds of the survey participants reported a major reduction in nicotine cravings once they switched to e-cigarettes.

* Only 25% of participants reported feeling any kind of anxiety, irritability or nervousness when they were not able to use their e-cigarette. This is a sharp contrast to the over 90% of traditional tobacco cigarette smokers who experienced these types of symptoms.

Although there has been quite a bit of speculation as to what exactly accounts for the difference in physical dependency symptoms between e-cigarettes and tobacco cigarettes, one of the most commonly accepted explanations is that e-cigarettes on average deliver less nicotine than traditional cigarettes. This is thought to help keep nicotine levels in users’ blood lower than what is typically experienced with tobacco cigarettes. The accessibility of e-cigarettes is also thought to be a factor; there is a certain amount of “craving buildup” that can happen when a person is not allowed to smoke in public facilities, which can sometimes lead to nicotine binges when they finally do get an opportunity to step outside and have a smoke. Senior Chinese official executed for spying for Taiwan

A Chinese government official convicted of working for the Taiwanese government has been executed, and thousands of civil workers viewed the taped trial for “educational purposes” on Monday. The prisoner’s name was Tong Daning and was in his mid-50’s and held a rank just under “Assistant-Minister” before he was found guilty of espionage. According to the anonymous sources, Daning had been selling state sources for over 15 years, making a profit of about US$250,000.

Daning is the highest ranking person executed in China since 1999, when a Major General and Senior Colonel were executed for selling state secrets. China and Taiwan have been spying on each other ever since 1949, when the People’s Republic of China was officially created, but that has not stopped over 1 million Taiwanese citizens from working and investing over 100 billion USD in China. There have been many cases of espionage within the last few years, with all but two resulting in a death sentence.

Kosmala’s 2012 Games inclusion highlights Australian Paralympians’ longevity

Libby Kosmala’s selection in the Australian shooting team for the 2012 London Paralympics highlights age is not a barrier in the Paralympics. Celebrating her seventieth birthday in early July, expected to set a record for most appearances at her eleventh Games, Kosmala is likely to be the oldest athlete in attendance.

Her first Games were the 1972 Heidelberg Games competing in swimming and athletics events and winning a bronze medal in the mixed medley relay. Kosmala then switched to shooting and between 1976–1988 won nine gold and three silver medals.

At the 2008 Beijing Games she narrowly missed a medal, coming fourth in the Women’s Air Rifle Standing SH1. In 2011 at the IPC Shooting World Cup, her level of competitiveness was highlighted by finishing fifth in the final of the Women’s 10m Air Rifle Standing SH1. Kosmala is looking forward to the London Games saying: “It’s very exciting. I’m looking forward to it. In over ten Paralympic Games, my greatest success was at Stoke Mandeville in 1984, so I’m looking forward to competing in London again for Australia”.

Kosmala loves beating athletes half her age: “Competition brings out the best in you. I’m old enough to be their grandmother for a lot of the players, but they really are lovely”. Kosmala’s training involves physical training, three shooting sessions per week and mental relaxation training. The London Games will be her swansong but she will still keep shooting. She puts her longevity down to steadiness and a keen eye. Ashley Adams is to join her on the shooting team, attending his fourth Games, as will newcomers Luke Cain, Jason Maroney and Bradley Mark.

Russell Short, a vision-impaired thrower and the Australian Institute of Sport’s first athlete with a disability scholarship, in 1988, has been selected for his seventh Games. Another athlete likely to attend his seventh Games is Kieran Modra, a vision impaired cyclist. Selections for the cycling team are yet to be confirmed.

Two athletes who extended their Paralympic careers by changing sports have been selected; Greg Smith, who previously took part in track and field events, will be competing in wheelchair rugby. This is to be his fifth Games. Liesl Tesch, a former Australian wheelchair basketball player and captain, will be competing in sailing for her sixth Games.

Contrasting Australian Paralympians with their Olympian counterparts, the Australian Olympic Committee recently selected sporting shooters Russell Mark and Michael Diamond for the London Games; this to be their sixth Olympics and equalling the participation records of rower James Tomkins, sailor Colin Beashel, and equestrian Andrew Hoy.

Global economy could lose up to 51 million jobs this year, says UN agency

The International Labor Organization (ILO), a branch of the United Nations concerned with labor and workers’ rights issues, issued a report Wednesday explaining how the global economic crisis could create a global employment crisis by the end of the year.

“By the end of 2008 working poverty, vulnerable employment and unemployment were beginning to rise as the effects of the slowdown spread,” the report states. “If the recession deepens in 2009, as many forecasters expect, the global jobs crisis will worsen sharply.” Even for those who keep their jobs, the report predicts that “earnings and other conditions of employment will deteriorate.”

In a worst-case scenario, the ILO says 51 million jobs could be lost in 2009, meaning that 7.1% of the world’s working population would be out of a job. In a more realistic scenario, the report foresees a loss of 30 million jobs, with a global unemployment rate of 6.5%. The unemployment rate has increased in recent years, from 5.7% in 2007 to an estimated 6% in 2008.

Even the report’s most optimistic scenario for this year, a loss of 18 million jobs at an unemployment rate of 6.1%, is not much different than the ILO’s October 2008 prediction of 20 million jobs lost this year due to the financial crisis.

The report warns that developing countries in South Asia and Subsaharan Africa will be harshly affected by the economic crisis. Although working poverty – defined as having daily wages of US$2 or less – is on an overall decline, these regions are still characterized by poor working conditions, low salaries, and an insecure job market. This will only worsen in 2009, according to the ILO.

“Taking into account that a wage and salary job in poor regions may still not ensure all the components of a decent job, it becomes understandable that only a minority of working people have a job that is well paid, respects their fundamental rights and ensures some security in case of job loss, personal or family illnesses, or other difficulties.” The report says that by the end of 2008, nearly 53% of workers around the world could be in “vulnerable employment”.

In terms of actual unemployment, however, developed countries are the ones most likely to be affected by the downturn, as they are more tied to the global financial system. The unemployment rate in the European Union and other developed economies increased by 0.7 percentage points in 2008, the largest increase of all regions. “Globalization combined with rapid technological advances is another challenge for labour markets in the region,” the ILO says. “It is important for workers and employers to be ready and able to adjust quickly to change and to stiffer competition.”

A wage and salary job in poor regions may still not ensure all the components of a decent job…

Still, the unemployment rate of 6.4% in these developed countries is far less than in North Africa and the Middle East, which had unemployment rates of 10.3% and 9.4% respectively. East Asia had the lowest unemployment rate of the regions at 3.8%.

The report urged global economies to take cooperative measures, including working with the United Nations, in order to stem the economic crisis. It also asks governments to address the “negative social consequences of globalization” by placing on emphasis an social justice-based programs targeted toward women, youth, and other “vulnerable groups”.

In particular, the ILO says governments should establish public infrastructure projects such as road construction, expand health insurance and unemployment benefits, and focus on the creation of green jobs when devising their stimulus plans. “When governments design fiscal stimulus packages, it is important that they consider employment-related goals, including explicit employment growth targets,” the report concluded.

“In the world, there remains a huge untapped labour potential, and economic growth and development could be much higher if everyone was given the chance of a decent job.”

Kids TV star Lunar Jim to tour malls in Canada

Lunar Jim, the star of an stop-motion animated series for preschooler, will be touring Canadian malls this fall. Produced by Alliance Atlantis, the tour will run from September 9 to October 14.

The tour will feature part of Jim’s lunar village, an inflated replica of his home on Moona Luna. Also at the events will be a colouring activity, an area to play with the recently launched Fisher-Price toys, and have their photo taken with a costumed character version of Jim, and cut-out characters of the rest of the cast.

The tour coincides with the launch of Lunar Jim toys by this month. Canadians can watch the series on CBC and Société Radio-Canada (SRC), the French version of CBC.

MetLife to acquire Travelers Life and Annuity from Citigroup

Metlife announced on 01/31/05 that they were going to acquire Travelers Life and Annuity from Citigroup. Travelers Life and Annuity is an insurance underwriter. MetLife is a large life insurance and annuities underwriter. MetLife will have to borrow a lot of money to pay for the company, so rating agencies like S&P warn that the AA credit rating of MetLife might be lowered. This would cause the interest rates at which all of MetLife’s debt must be repaid to increase.

Citigroup committed to continue distributing Travelers life insurance and annuities through its Smith Barney stock brokers, Primerica agents, and Citibank branches.

Citigroup was previously known as Travelers Insurance before it bought Citicorp. First the Property and Casualty business of Travelers was spun off, and now the life insurance division has been sold off.
