New Zealand government denies financial assistance for Overlander

The New Zealand government today has announced that they will not provide financial assistance to the Overlander train service between Auckland and Wellington, which is set to stop service on September 30, if no assistance is forthcoming. ONTRACK will retain the North Island main trunk line, while looking for tourism operators to start a tourist rail service.

Trevor Mallard, acting Finance Minister, said: “In making this decision… Cabinet recognised that there was no prospect of the current Overlander service becoming commercially viable. It was not a fuel-efficient operation and at an average passenger rate of 50 passengers each way per day, it was used by relatively few people.”

It is cheaper and faster to travel either by bus or plane rather than the 12-hour train journey. “The fares already overlap with airfares, and the reality is that the service is just not well-used. It can not compete with low-priced air travel and coaches. Cabinet considered the regional implications of ceasing the Overlander service and accepted that the current bus services run by the InterCity Group met the needs of those communities,” Mallard said.

There has been numerous petitions from the public and from the Green Party of New Zealand to continue the Overlander train service, including one petition signed by 16,000 people presented at the Parliament Buildings on September 14, 2006. “While there have been a number of propositions about retaining the Overlander service, all of the propositions would require government funding in one form or another,” said Mallard.

Mallard said that the government will only support rail services if it significantly benefitted the community.

The Government estimates that financial assistance to the Overlander train service would cost NZ$1.75 million a year.

“Finally, the government does recognise and value the importance of a viable and efficient rail network in New Zealand’s transport infrastructure. This was a critical factor in the government’s decision to buy the rail network back from Tranz Rail. The government has also committed $200 million to upgrade the national rail network between 2004/05 and 2007/08. A further $600 million has been provided to upgrade the Auckland rail network between 2005/06 and 2009/10.”

Fukushima reactor suffers multiple fires, radiation leak confirmed

Fires broke out at the Fukushima Daiichi plant’s No. 4 reactor in Japan on Tuesday, according to the Tokyo Electric Power Company. The first fire caused a leak of concentrated radioactive material, according to the Japanese prime minister, Naoto Kan.

The first fire broke out at 9:40 a.m. local time on Tuesday, and was thought to have been put out, but another fire was discovered early on Wednesday, believed to have started because the earlier one had not been fully extinguished.

In a televised statement, the prime minister told residents near the plant that “I sincerely ask all citizens within the 20 km distance from the reactor to leave this zone.” He went on to say that “[t]he radiation level has risen substantially. The risk that radiation will leak from now on has risen.”

Kan warned residents to remain indoors and to shut windows and doors to avoid radiation poisoning.

The French Embassy in Japan reports that the radiation will reach Tokyo in 10 hours, with current wind speeds.

U.S. ISPs to test restricting heavy Internet users

On June 3rd, 2008, two United States Internet service providers (ISPs) announced they would begin tests to slow web access for their most active customers and charge them for extra speed. Comcast and Time Warner Cable, two of the largest ISPs in North America, both made separate announcements of their plans. The actions come in the wake of an investigation by the Federal Communications Commission (FCC), over whether Comcast had restricted some customers from sharing videos, music, and similar files. The FCC investigation led to a US Congress debate over whether and how much control ISPs should have over the flow of customer data.

Public interest groups complained in November 2007 to the FCC that Comcast had specifically targeted customers using applications that made use of the BitTorrent system, a popular form of file sharing. Free Press, an advocacy group that pushes for better oversight of cable operators such as Comcast, stated that Comcast practices were discriminatory towards users of the legal technology. “The cable companies see a hammer hovering above their heads and are scrambling to find ways to reduce the appearance of wrongdoing,” said Ben Scott, head of the group.

According to Roger Entner, a senior vice president from Nielsen IAG, as little as 5 percent of all Internet users may consume as much as 50 percent of all the bandwidth on the Internet. “This is the politically correct version of doing what Comcast had been doing before, though it takes the occasional [peer-to-peer] user off the hook,” Entner said. Sena Fitzmaurice, a Comcast spokesperson, said, “This says we won’t be looking at what type of traffic that there is, even though we still need to manage the network.”

Comcast’s tests are expected to begin in Chambersburg, Pennsylvania and Warrenton, Virginia.

While Comcast will attempt to throttle the speed of all its high-volume users, Time Warner Cable intends to use a different method. They will meter and bill clients, charging more money for faster speeds and larger amounts of transmitted data, functioning more like a traditional public utility, such as an electric company or cell phone service. Their metered billing test will begin on June 5 in Beaumont, Texas for newly enrolled customers. “Instead of raising prices across the board, consumers who are excessive users would pay,” said Alex Dudley, a Time Warner Cable spokesman. “It is clearly the fairest way to fund the investment that is going to be required to support that use.”

An Associated Press report that Time Warner Cable will bill customers between $29.95 to $54.90USD per month has been confirmed by the cable operator, with clients charged an extra $1 for each gigabyte (GB) by which they exceed their purchased plan. Art Brodsky, communications director of Public Knowledge, a consumer advocacy group in Washington D.C., has expressed concerns about the Time Warner Cable plan. Time Warner Cable’s most expensive offering, $54.90, comes with 15 megabits-per-second of data transfer speed and a 40 gigabyte limit on total data transfer.

“An HD (high-definition) movie is 8GB or so, three movies is more than half your allowance for a month, and heaven knows what else you might want to watch,” Brodsky says. “This is not a relieving congestion scheme as much as it is a rationing scheme. All it does is protect an inadequate infrastructure from the cable company.”

James Brown dies of pneumonia

James Brown, often referred to as the Godfather of Soul, died in Atlanta due to congestive heart failure, combined with pneumonia. His death at age 73 was announced by his agent. After his dentist noticed something unusual with him, Brown was told to visit a doctor immediately. He was taken into the hospital yesterday for treatment of his pneumonia until his death at around 1:45 AM (6:45 AM GMT). It is not known whether he received a pneumonia vaccination, as recommended for people of his age.

He was born in 1933 and grew up in poverty until he formed James Brown & The Famous Flames. His influence on 20th century music, from funk to hip hop was profound.

Before he died, he scheduled a New Year’s Eve concert series in New Jersey and New York that would help kick off a 2007 tour.

Airplane in Nigeria crashes during mock rescue exercise

A Nigerian airplane crashed in the city of Port Harcourt yesterday, resulting in several minor injuries.

The plane was supposed to be taking part in a mock rescue exercise, and was carrying 30 members from the National Emergency Management Agency and other emergency workers, when it slid off the runway and into some bushes after landing at Port Harcourt International Airport.

The rescue workers on the ground, intended to participate in the emergency drill, instead had to deal with a real emergency; however, only a few people on board the aircraft sustained minor wounds.

A spokeswoman for the police, Rita Inoma-Abbey, commented today that “[n]o life was lost, but the aircraft was severely damaged.”

South Gippsland, Australia local council candidate Sue Plowright speaks with Wikinews about environment, education, and other local issues

Since June 2019, the people of South Gippsland Shire, located at the southernmost tip of Australia, have been without a local council, after a state government inquiry found “high levels of tension” within the council. Administrators were appointed by the Victorian state government in July 2019, who have governed the shire since then. However, South Gippsland’s council is scheduled to be restored with an election to be held via post from October 5-22, 2021.

Wikinews interviewed one of the candidates standing in this election, Sue Plowright. She is an independent contesting the Coastal-Promontory ward, which covers towns such as Venus Bay, Waratah Bay, Yanakie, Foster, Port Welshpool, and Toora. The Coastal-Promontory Ward elects three councillors to the South Gippsland Shire Council.

EU, US and Israel to resume aid to and lift financial sanctions against Palestine

It was announced today that millions of dollars worth of foreign aid would once again be delivered to Palestine by the European Union. Aid to the Palestinian Authority had previously been ceased some 15 months ago when Hamas seized control. The announcement comes the day after Palestinian president Mahmoud Abbas swore in a new emergency government in response to the Hamas takeover of the Gaza Strip.

The announcement was made in Luxembourg by EU foreign policy chief Javier Solana, and is said to be due to Hamas no longer being a part of the Palestinian government. Luxembourg Foreign Minister Jean Asselborn said “We absolutely have to back” the new government in the West Bank and that “The question of today is: How can we help the 1.4 million people in Gaza?”

Riyad al-Malki, the new Palestinian minister of information and justice, said of the event “There are encouraging steps. We hope that these steps will be carried out quickly.”

Both the United States and Israel have also said they will lift financial restrictions against Palestine. Israel has withheld some $55 million a month in customs duties that it has collected on Palestine’s behalf starting soon after Hamas took power, coming up to $550 million total, and Israel say they are considering releasing the money.

Ehud Olmert, Prime Minister of Israel, flew to the US this weekend and is scheduled to discuss the situation in Gaza with US President George Bush tomorrow. Upon his arrival, he informed reporters that “Israel would be a genuine partner of the new Palestinian government.”

Israel and the US have said they will back the new government against Hamas. The U.S., EU and Israel all consider Hamas a terrorist group as they have killed hundreds of Israelis in suicide bombimgs.
