Development In The Role Of Human Resources Leadership Aug 28

In order to be recognized as a successful HR leader, there are three roles you must manage. The first is the ability to implement organizational strategy. The second is controlling the strategic planning process by sorting through the positive and negative outcomes associated with making a decision. Lastly, one must manage the formulation of a strategy to protect against the negative effects caused by unexpected outcomes.

Working to obtain a human resources certificate, you will learn what it takes to become an efficient manager. You will be able to understand and explain the three major roles of HR. Additionally, you will learn how to control business strategy and make alterations to current strategy. This will lead to more successful business activity. As an HR leader, it is important to be able to be conversant about issues that may delay positive decision making and develop solutions ‘on the fly’ to these problems. This agility is a common benchmark of successful human resources leadership.

Human resources leadership as a theory has been changing and reinventing itself over the past 30 years. HR started as a very conformed and structured area of business and has developed into a strategic and open-ended one. In circumstances of constant change, it is crucial to understand what HR leadership means right now, at this very minute, and what it means to be a successful HR leader today. Being a good strategist and leader are the first steps toward becoming a role model of human resources leadership.

These days we hear a lot about the concept of human resources leadership and many are unsure what it actually entails. In order to understand how HR has developed, we will take a look back through the history books. During the 1970s, the job of an HR leader was to act like a police officer and make sure the managers did not make illegal or discriminatory decisions. This was in response to the equal-employment opportunity legislation of the 1960s. It was during the 1970s that the Supreme Court was deciding what was legal within the employment context, especially with regard to employment discrimination.

Around 1980, the recession in the US forced many companies to cut back and lay off employees. Traditionally, HR had been one of the first groups to get downsized. HR leaders were forced to decide what role they should be playing and what changes had to be made in order to ensure that next time a downsizing came along that they would not be the first ones cut off. Their job role had to be viewed by others as important and necessary to the running of a business. Therefore, the idea of strategy in HR was developed and put into action. Originally, strategic HR was heavily based on functionality. Every role and job related to HR had to somehow work into the overall strategy of the business model.

Once 1990 came along, another recession occurred which led to yet another rethinking of the role of HR. Dave Aldrich wrote two books entitled Organizational Capability and Human Resource Champions. These books became models that would redirect HR thinking during the 1990s. Within these examples was the idea of a strategic partner; this meant that HR should partner with business leaders to help the company develop its strategy. Additionally, Aldrich recommended restructuring HR to make it more effective and efficient through the three-legged-stool concept. The first leg was the HR manager out working with the businesses in the field. The second leg was the corporate centers for excellence, which consisted of the training function, the staffing function etc., located largely in the corporate headquarters. The third leg was the transactional aspect of the employee relations, and the handling of day-to-day transactions that take place within HR.

Another global recession and rethinking of the role of HR occurred during the beginning of the 21st century. During this time, the three roles of HR leaders were determined: implementer, controller, and manager. From this point on, future HR leaders will learn what it takes to be an ultimate director in the field by completing a human resources certificate training.

U.S. outlaws online gambling

Over the weekend, millions of Americans faced the new ban of online gambling.

The legislation was attached by Rep. Bill Frist to the Port Security bill.

Many of the public companies that offer online gambling have been quick to react and give their outlooks on the legislature. Party Gaming and 888 among others have said that they will shut down all U.S. operations if President Bush signs the bill into law. This sent online gambling stocks tumbling with Party Gaming leading the way with a 55% decrease in market value.

The people involved are awaiting to see what happens over the next few weeks.

U.S. Supreme Court hears MGM v. Grokster

Oral arguments in the landmark case of MGM v. Grokster legal battle were heard before the Supreme Court of the United States March 29. In the case, 28 entertainment companies have joined together to sue StreamCast, maker of Morpheus software, and Grokster.

A final ruling is expected on the case within a few months. The issue heard before the court was an appeal of prior decisions made since 2001 at the U.S. district court level and from the Ninth Circuit Court of Appeals. Both of those decisions were in favor of Grokster’s right to market its P2P software.

P2P stands for peer-to-peer software, which uses the Internet as a medium for millions of users to distribute digital content, such as music, movies, books, and software, among themselves. By far the majority of the content distributed through this method is without the permission of the copyright holder.

Morpheus is one of the most-popular peer-to-peer software products worldwide. StreamCast also operates MusicCity.com. Lawyers from the EFF Foundation (www.eff.org) are serving as defense counsel in the case.

The result of this case could determine the ultimate fate of P2P software in the U.S., whether it is legal for software companies to produce and sell software that, in the opinion of some, facilitates profit illegally from the trade in copyrighted materials. However, even if illegal in America, such software might still be widely available from international hosts due to technological limitations of enforcing such a ruling. The companies behind this effort are aiming to hold technological innovators legally responsible for infringing uses of their technology.

“About 36 million Americans — or 27 percent of internet users—say they download either music or video files and about half of them have found ways outside of traditional peer-to-peer networks or paid online services to swap their files”. As a measure of public opinion on the issue, they stated, “49% of all Americans and 53% of internet users believe that the firms that own and operate file-sharing networks should be deemed responsible for the pirating of music and movie files,” according to Pew Internet & American Life Project in their most recent survey,

The landmark Betamax decision of 1984 (Sony Corp. v. Universal City Studios) is the most relevant U.S. case law in this matter (note: the precedent Betamax case supports the legality of P2P netowrks). A decision in the MGM v. Grokster case could either affirm Betamax, or overturn it. This is the case that essentially created the VCR market in America for distributing movies at home, and so in this modern technologically updated version, there are billions of dollars in future revenues now at stake.

‘Invitational Games for the Deaf, Taipei 2008’: Review of soccer preliminaries

A number of relatively unknown entrants made the Taiwan 2008 Invitational Games for the Deaf soccer tournament an unpredictable event. Teams from Thailand, Australia, Iran (Silver Medalist in soccer at the 2005 Summer Deaflympics), Uzbekistan, Malaysia, and Japan took part.

On September 6, soccer giants Thailand and Iran defeated Malaysia and Uzbekistan in shutouts of 11-0 and 9-0 respectively. Anothai Sathiyamat, Somsak Thongdee, Nares Numphakdee of Thailand all scored hat-tricks in the game against Uzbekistan.

On the second day of competition, a decisive battle in Group A between Japan and Iran was keenly watched by Thailand, as one of the two teams would be their opponent in the finals. The game was scoreless in the first half, with conservative tactics from both teams.

Iran’s Mostafa Heydaribondarabadi scored rapidly after the second half started, but Shun Igasaki of Japan scored a penalty kick after a foul by Iran in the penalty area and tied the score again. The penalty became the key of the match when Tetsuya Kurata scored 5 minutes further in, as the Iranian players became frustrated by the penalty kick. Finally, Japan won with a final score of 2-1, and advanced to the championship match on the final day.

After group standings were mostly stabilized in the third day of competition, Thailand and Japan handled their respective Group matches by replacing several substitutes with frequently lined-up players to defeat their opponents easily. They will face off on the final day for the gold medal of soccer event in the “Invitational Games for the Deaf, Taipei 2008”.

Canadian inspectors to test food ingredients from China

The Canadian Food Inspection Agency (CFIA) has issued border alerts for specific protein ingredients, imported from China, that may be incorporated into products destined for human consumption.

Inspectors from the Canada Border Services Agency (CBSA) will hold products, such as wheat and corn gluten, as well as soy and rice proteins until they can be tested for melamine, the contaminant found to have sickened pets through its use in pet food. If determined to be free of melamine, the ingredients will be released to the intended recipient. Materials such as glutens and protein powders are used commonly in many forms of food products.

The CFIA said it was not acting on specific information, but rather taking a cautious approach to human protection. “That’s why we have the border lookout for the ingredient, so that we can proactively assess any potential that the product is contaminated,” Paul Mayers of the CFIA told CBC News.

Since the border alert for melamine is a new procedure, the government can’t be sure if the contaminant made it into the food chain previously. The CFIA acknowledged that the same Chinese company under suspicion in the tainted pet food affair had shipped wheat gluten to a Canadian company, which in turn used it in food for fish farms. Although the fish were subsequently eaten by people, the CFIA believes the health risk from such consumption would be low.

In related news, Canadian researchers at the University of Guelph believe they may have determined the mechanism of how melamine caused illness in cats and dogs.

Both cyanuric acid and melamine were found in urine samples from pets that died after consuming contaminated pet food. The two compounds react with one another to form crystals that may block kidney function, researchers at the university said. The researchers observed crystals formed in cat urine by the addition of melamine and cyanuric acid. The composition of these crystals matches those found in the urine of affected pets when compared by infrared spectroscopy (FTIR).

“You wouldn’t normally expect to find those compounds in pet food, and hence nobody was really looking for it,” said John Melichercik, director of analytical laboratory services. “It’s just another piece of the puzzle along the way in this particular pet-food issue.”

San Jose, California — A woman eating a bowl of chili at a Wendy’s restaurant bit into a chewy bit that turned out to be a human finger. She immediately spat it out, warned other patrons to stop eating, and upon recognizing the object as a finger, vomited.

“I’m more of a Carl’s Jr. person,” the 39-year-old Las Vegas woman, Anna Ayala, told Knight Ridder. She said this incident was her first visit to a Wendy’s restaurant. Ayala described how she found the finger, “Suddenly something crunchy was in my mouth,” she continued, “and I spit it out.”

According to Devina Cordero, 20, after Ayala found the finger, she ran up to her and Cordero’s boyfriend and said, “Don’t eat it! Look, there’s a human finger in our chili.”

“We went up to the counter and they told us it was a vegetable,” Cordero continued. “The people from Wendy’s were poking it with a spoon.”

The restaurant is located at 1405 Monterey Highway, just south of downtown San Jose.

Wikinews reporter David Vasquez drove his car up to the drive-thru menu and found that chili was still on the menu, at a price of US$1.19 for a small serving. He also witnessed workers unloading supplies from a semi-trailer truck in the restaurant’s parking lot, and carting them into the back door of the establishment.

According to Ben Gale, director of environmental health for Santa Clara County, the finger did not come from any of the employees at the restaurant. “We asked everybody to show us they have 10 fingers and everything is OK there,” he said. The found portion of the finger likely belonged to a woman because of its long and manicured fingernail, also found in the food.

Officials seized the food supply at the restaurant and are tracing it back to the manufacturer, where they believe the finger may have gotten mixed in with the raw ingredients used to prepare the chili. The restaurant’s operators were later permitted to re-open after preparing new chili prepared from fresh ingredients.

As this story was filed, there was no mention of the incident on the Wendy’s corporate web site. Wendy’s issued a statement through a spokesman.

“Food safety is of utmost importance to us,” said Wendy’s spokesman Joe Desmond. He referred to the incident as an “unsubstantiated claim.”

“We are cooperating fully with the local police and health departments with their investigation. It’s important not to jump to conclusions. Here at Wendy’s we plan to do right by our customers,” Desmond said.

According to county health officials, the unfortunate woman who bit into the finger is doing fine, despite her initial reaction. Officials also noted that the finger would have been cooked at a high enough temperature to destroy any viruses.

The Santa Clara county medical examiner reported that the finger had a solid fingerprint, although investigators did not say if a search of fingerprint databases would be performed to find the owner of the finger.

Anti-junta demonstrations grow in Bangkok

Anti-junta demonstrations in Bangkok reached their largest point yet on Saturday night, when between 10,000 and 15,000 protesters marched from Sanam Luang to the Royal Thai Army headquarters to call for the resignation of Council for National Security chairman General Sonthi Boonyaratglin.

Yesterday, Sonthi, the leader of last year’s coup d’état, rejected the protesters demands, saying he would remain as chairman of the military’s governing body in the best interests of Thailand, and that he wasn’t doing the job for personal gain.

“And I doubt the motives of these people who are organizing the rallies,” Sonthi was quoted as saying by The Nation newspaper.

The demonstrations continued yesterday, albeit smaller, with crowds estimated at 3,000. The organizer is People’s Television (PTV), a satellite television station that supports ousted prime minister Thaksin Shinawatra. Organizers have vowed to continue the demonstrations until the junta gives up power.

The protest movement has grown over the past two weeks, after the junta partially lifted the ban on political activities, and since a Constitutional Tribunal ruling that dissolved the former ruling Thai Rak Thai party, which was led by Thaksin, and banned 111 of the party’s officials from politics for five years.

The government has tolerated the protests, if only just barely. Text messages were sent out by the junta to mobile-phone subscribers, asking them to stay away from the protests. Police have surrounded the demonstration venue, Sanam Luang, an open field near the Royal Palace in Bangkok, an in effort to keep the demonstration contained.

But Saturday night, the 1,000-strong riot force, using only shields and no other weapons, was unable to keep the crowd, estimated at up to 15,000, in place. “We could not repel them and that has to be fixed,” Manit Wongsomboon, commander of Metropolitan Police district 1, was quoted as saying by the Bangkok Post.

Sonthi said he did not view the situation as serious or see a need to impose a state of emergency.

“There is nothing to worry about, they [protestors] can come, but everything will be within the rule of law,” he was quoted as saying by the Thai News Agency.

General Pongthep Thetprateep, spokesman for interim Prime Minister Surayud Chulanont, said the premier agrees.

“The PM is following the situation closely. No one wants to impose a state of emergency. It is the last resort. If they do not listen and assault officials and destroy things then it may be necessary. There is a better way out right now,” Pongthep was quoted as saying by The Nation.

Surayud, the head of the military-installed government, yesterday appealed for acceptance of the Thai Rak Thai’s dissolution by the public. He said several major policies implemented by the populist government of Thaksin would continue, including a low-cost medical scheme.

“We must thank the Thai Rak Thai party for creating and implementing projects which benefit poor people, but at the same time we must accept the verdict of the Constitution Tribunal on dissolving this party because it had committed several political blunders,” Surayud said in an address on television and radio.

Surayud had harsh criticism for Thaksin.

“The rule of law came under fierce attack from the powerful, the rich and cronies. Corruption washed through our government,” Surayud said. “Even Thaksin accepted that this was the case when he told Time magazine’s readers around the world a few months ago that ‘corruption in Thailand won’t go away, it’s in the system’. What shameful words for any ex-prime minister of our country to say, especially one who had promised to wage a war against corruption.

“I would like to ask you this: Do we want to allow those people with ill intentions to steal our nation’s wealth day-by-day? I don’t think we do.”

At the Sanam Luang rally on Saturday night, former senator Kraisak Choonhaven was attacked by around 70 demonstrators.

“You are not on our side. Go away,” one of the demonstrators shouted at Kraisak, according to a report in today’s Bangkok Post, which also published photos of the attack, showing one demonstrator launching a flying kick at the senator as he was rushed away by aides. The senator, a critic of ousted premier Thaksin, received some bruises.

“This is the rudest demonstration I’ve ever seen,” Kraisak was quoted as saying at a press conference by the Post. “Crowd control police had to exercise extreme patience in dealing with such a misbehaved mob.”

A new constitution, which the Constitutional Drafting Assembly began debating today, is being drawn up. One of the provisions of the draft charter is that once it is enacted, the Council for National Security will be no more.

The drafting assembly, which has been fractious, must approve or reject the draft in 25 days. If the draft is approved, a national referendum, scheduled to be held in mid-August, will be held. If the draft is rejected, the Council for National Security could choose a an old constitution. Most likely, that would be an amended form of the 1997 “people’s constitution,” a military spokesman was quoted as saying on Radio Thailand by the Bangkok Post.

Among the controversial points in the draft charter, is a provision to make Buddhism the state religion, a move that critics say could further galvanize Muslim insurgents in southern Thailand.

The drafting body disagreed on motions about Buddhism and the creation of a national crisis council, and the motions were dropped.

As the constitutional assembly begins, a hunger strike is taking place by Buddhist monks outside Parliament House.

The Constitutional Drafting Assembly chairman, Noranit Sethabutr, told the Thai News Agency that the body “would have to find the best and most peaceful way to push through the draft.”

In the wake of the dissolution of the Thai Rak Thai, a new anti-junta party has formed, with around 60 former Thai Rak Thai lawmakers as leaders.

The movement has been referred to by various names, including Khon Rak Thaksin Mai Oaw Padejkarn (Supporters of Thaksin Against Dictatorship) or literally, “Love Thaksin, No Dictatorship,” or simply, Democratic Alliance Against Dictatorship.

A new phenomenon amongst home business entrepreneurs is the small business owner who might manufacture something that in and of itself will not provide enough income to see her or him through financially, but in a way provides a nice little side line income. These entrepreneurs may have four or five sidelines going on at the same time and when totaling up the profits of all their little ventures, it soon becomes obvious that this will be sufficient to keep them in business and also pay the bills. Thus, the one trick pony is exchanged for the multifaceted entrepreneur who is able to make money by selling, manufacturing and maybe even providing some services.

Yet interestingly it is these very entrepreneurs who are the most susceptible to some of the oldest Internet scams in the book! They may be taken by slick websites and smooth promises those who focus on one industry may not fall for, simply because they do not fit within the precepts of this industry. Obvious signs of a work from home scam that this group of entrepreneurs needs to look out for is legion, but here are some of the most commonly found:

Sideline business entrepreneurs need to beware of any website that does not appear to market an actual program or service but instead seems to be little more than a long jumble of claims to make you rich overnight with part time work that you might even be able to accomplish while you sleep. You will find them strewn all across the Net and they crop up at the oddest times, but by and large the investment required is so small as to be negligible in the eyes of the sideline entrepreneur. Sometimes it is less than $100, while at other times the magic number seems to be $29.99. Beware! Your investment will offer you little more than the instructions on how to set up the kind of website which you just visited and basically requires you to con others into parting with their money so that you can send them an information package on how to set up a con site.

Survey taking is another favorite sideline. While there are some reputable sites that will actually pay you for your opinion, the facts of the matter dictate that more often than not the pool of possible survey takers must be as large as possible, while the actual sample selected is very small and select. Unless you meet all of the qualifications associated with the survey sample, you will not be chosen and earn the money for your answers. Thus, this is not a realistic sideline business.

Beware the fad product. It is tempting to sell the latest fad diet product, knowing that within a few short weeks or months it will become obsolete and join the plethora of others on the shelves. Remember, however, that this is part of a multi level marketing effort which will not net you as much money as you could earn simply because you will be unable to capitalize on the recruitment income you would otherwise earn from your qualified down line. If you want to go into multi level marketing, find a product that has some sticking power!
