Scottish judge criticises medical care of murdered baby
May 17

Saturday, November 27, 2010

A judge in the High Court in Aberdeen, Scotland has criticised the care doctors gave to baby Alexis Matheson. Lord Uist made the comments while sentencing Mark Simpson, who was yesterday convicted of murdering the six-week-old girl.

Simpson, 29, will serve at least twenty years of his life sentence after he attacked Alexis — the child of his then-girlfriend Ilona Sheach, who he blamed for Alexis’s wounds — over the course of a month. The child suffered broken ribs and brain damage. Lord Uist said staff at Woodside Medical Group might have been able to prevent the death but failed to realise the baby was being hurt deliberately.

Whether the death of baby Alexis could have been prevented had she been so referred is a matter which, in my opinion, merits a very full inquiry

Sheach had initially been unable to get an appointment at Aberdeen-based Woodside for her daughter; instead, Dr Mohammed Athar spoke on the phone with Sheach and prescribed three drugs without seeing the infant. When she did see a doctor the following week despite being, said Lord Uist, “seriously concerned” for Alexis’s health, the doctor she saw — Linda Mackay — believed Sheach’s explanation the baby was constipated. She felt Alexis’s blood-red eyes were due to straining; a consultant neurosurgeon testified at trial that this did not explain the subconjunctival haemorrhages in the eyes.

That consultant felt a referral to a paediatrician would have been approrpiate. A consultant paediatrician told the court if Dr Mckay had phoned one Alexis would have been urgently hospitalised. These circumstances have led to calls for legislative changes, according to The Scotsman, which compared the death to the recent Baby P case in neighbouring England. Lord Uist also made this comparison, saying “Scottish health authorities have to treat this case with a similar degree of importance and urgency” to “[t]he Baby P case down south”.

Lord Uist was “very disturbed” that “nothing was done” following Dr Mackay’s assessment. He also criticised the delay in seeing a doctor, saying “[i]t is my opinion the appointments system operated at this surgery may require urgent review so as to ensure children requiring urgent attention receive it by being seen by a doctor.”

He continued “[w]hether the death of baby Alexis could have been prevented had she been so referred is a matter which, in my opinion, merits a very full inquiry. The training of GPs, and also health visitors, to detect signs of non-accidental injury may be a matter that requires further consideration.”

The same day as these comments, Crown Office announced that a fatal accident inquiry will occur. “These are very serious criticisms by Lord Uist of the way the health services operated,” said Scottish Conservatives health spokesman Murdo Fraser. “Clearly, there were serious failings in relation to this baby’s treatment and lessons have to be learned from this case.”

The health board stated “NHS Grampian and the Woodside Medical Practice would like to extend their condolences to Alexis’s family. We understand that Lord Uist has issued a statement that it is critical of perceived failings in the care given to Alexis. We will consider these comments very carefully.”

The Scottish Government has also taken note. “We extend our deepest condolences to the family of Alexis Matheson,” according to a spokeswoman. “We continue to monitor the situation very closely, and will await the findings of the fatal accident inquiry. Following this we will work with the health board to determine any necessary changes and ensure that any lessons are learned.”

Saskatchewan places moratorium on boar farming, says escaped boars should be killed
May 17

Saturday, March 14, 2009

At the Saskatchewan Association of Rural Municipalities (SARM) conference, a resolution was passed that encourages the Government of Saskatchewan, Canada to place a moratorium on specialty livestock farms raising wild boar. All wild boars that have escaped to roam wild should be killed, according to the resolution.

Agriculture Minister Bob Bjornerud endorses a ban on wild boar farming. The wild boar population is expanding exponentially. There are over 2,000 feral Sus scrofa swine roaming the prairies. Two litters of approximately 12 piglets are sired by each wild boar sow every year. The Saskatchewan Wildlife Federation (SWF) likewise passed a similar resolution at their 79th annual convention to urge the Saskatchewan Government to declare the wild boar as a nuisance species which can be killed on sight.

3% of farmed “wild” boars escape. Cells of wild boars are ravenous creatures killing and eating everything in their path. Horses, cows, and other livestock run from wild boars, breaking through fences in the process.

Ostriches, emus, llamas, alpacas, reindeer, wild boar, and fallow deer were amongst the animals introduced to farms in Saskatchewan during the agricultural diversification program in the late 1970s. Production of wild boars was promoted throughout the 1980s.

According to the Saskatchewan Agriculture and Food 2001 statistics, there were 150 wild boar producers raising approximately 15,000 and 20,000 head. Of these there were about 2,700 sows. On the 2006 Census of Agriculture, 401 farms reported 4,926 boars.

The boar’s red meat is an export commodity to Europe and Asia. The live breeding stock are also sold to trophy hunt ranches. Full blooded wild boar and hybrid crosses are raised.

Accounting Positions May 16

Submitted by: Kathy Crawford

When most people think of accounting, what comes to mind is usually basic information that’s not particularly interesting or beneficial. But there’s a lot more to accounting than just the basics.

Computers have changed the way accountants and auditors do their job. Accountants can use special software packages to do transactions in basic formats for financial records. Using software they can organize data in financial analysis. This greatly reduces the amount of tedious manual work of recordkeeping and data management. Accountants can use computers to receive their clients’ information by using the internet. Because of this accountants and auditors can utilize these computer skills in correcting problems with software or in developing specific software for data management and bookkeeping. This allows accountants also to perform more technical duties such as analyzing and devising budgets.

Nowadays, many accountants are also taking on the role of a personal financial advisor. They help their clients with their personal budgets. They can help them manage their assets and investments so they can plan for retirement. It is almost like having a personal fitness coach but instead of getting your body in shape they help you get your finances in shape.

With the help of accountants and auditors our Nation s firms are run more efficiently. The public records are kept more accurately, and they can help them to pay their taxes correctly and on time. Accountants and auditors can offer services which include budget analysis, financial and investment planning, computer software for recordkeeping and limited legal services.

Once you begin to move beyond basic background information, you begin to realize that there’s more to accounting than you may have first thought. Specific job duties vary widely among the four major fields of accounting: public, management, and government accounting and internal auditing.

Are you looking for some inside information on accounting? Here’s an up-to-date report from accounting experts who should know.

Some public accountants specialize in forensic accounting investigating and interpreting white-collar crimes such as securities fraud and embezzlement, bankruptcies and contract disputes, and sometimes criminal financial transactions by organized criminals in money laundering. Forensic accountants combine their knowledge of accounting and finance with law and investigative techniques in order to determine whether an activity is illegal. Law enforcement personnel and lawyers often work closely with forensic accountants during investigations and many times they appear as expert witnesses during trials.

The only way to keep up with the latest about accounting is to constantly stay on the lookout for new information. If you read everything you find about accounting, it won’t take long for you to become an influential authority.

Because of the internet many self-employed accountants may be able to do part of their work at home. Public or government accountants and auditors may have to travel frequently to perform audits at branches for their firms, clients places of business, or government facilities.

Most accountants and auditors usually work a standard 40-hour week, but self-employed accountants may work longer if they have many clients. Tax specialists often work long hours during the tax season.

Because of recent accounting scandals, new Federal legislation restricts the nonauditing services that public accountants can provide to clients. If an accounting firm audits a client s financial statements, that same firm cannot provide advice on human resources, investments, technical, or legal matters, although accountants may still advise on tax issues, such as establishing a tax shelter.

As you can see there are many different accounting positions in public, private, and government areas.

Thaksin ordered back to Thailand on stock-sale charges
May 16

Tuesday, June 19, 2007

Ousted and living in exile, with assets frozen in Thailand, former Thai prime minister Thaksin Shinawatra was ordered today by the Royal Thai Police to appear on charges related to the sale of some of his family’s stock holdings.

The order adds to mounting, increasingly complex legal troubles for Thaksin, the telecommunications billionaire who led Thailand until he was unseated in a coup last year.

Thaksin and his wife, Potjaman Shinawatra, who are both outside of Thailand, were both ordered to present themselves to the Department of Special Investigation (DSI) by June 29 at the latest. A relative of Potjaman’s, Busaba Damapong, was also ordered to appear.

“If they intentionally fail to appear, we must issue an arrest warrant,” DSI chief Sunai Manomai-udom was quoted as saying by Agence France Presse.

Noppadol Pattama, Thaksin’s lawyer and spokesman in Thailand, could not say when his client would return.

“We will have to seek legal consultations among the lawyers. His security is only one factor. We will have to see what our options are and consult with him as well,” Noppadol was quoted as saying by Associated Press.

Last week, interim Prime Minister Surayud Chulanont and the junta’s leader, General Sonthi Boonyaratglin, both said Thaksin could return to Thailand of his own free will, in order to appeal the seizure of his assets. But later, Sonthi said Thaksin might face harm if he returned too soon.

The latest charges relate to the transfer of shares in 2000 in a real-estate company called SC Asset to a British Virgin Islands-owned company called Win Mark. Police say the Shinwatras’ controlling ownership of SC Asset was illegally concealed through nominees. Potjaman’s relative, Busaba Damapong, served as executive director of SC Asset.

Through nominee companies and disclosed shares, Sunai said, the Shinawatra family owned 79.87 percent of SC Asset. “Not only did they have control of a majority stake but also control over board decisions,” Sunai told Associated Press.

They broke the law in failing to report their ownership in SC Asset and failing to report the transfer of the shares, Sunai said. They could face five years in prison and fined at least 500,000 baht (about US$15,000), Sunai added.

Thaksin is also supected of violating the prohibition on Cabinet members holding shares in publicly traded companies, and could face up to ten years in prison and a 1 million baht fine for that.

Potjaman and Thaksin were also charged yesterday over the purchase of a 13-acre tract of land along Ratchadaphisek Road near the Thailand Cultural Centre in Bangkok.

The Office of the Attorney General says Potjaman purchased the land in an auction that was possibly rigged. Valued at 2.1 billion baht before the 1997 Asian financial crisis, and 870 million baht after, Potjaman purchased the land in 2003 for 772 million baht.

The Attorney General’s office is recommending to the Supreme Court that the land be confiscated by the government.

Potjaman is also sought in Thailand to testify before the Assets Examination Committee (AEC) on the sales of her family’s Shin Corporation stock to Singapore-owned Temasek Holdings.

She sent word today that she is seeking medical treatment for headache and irregular heartbeat in Raffles Hospital in Singapore, and that she asked the AEC to delay the hearing.

Potjaman appeared in court last month to plead not guilty to charges of tax evasion in the sale of Shin Corp. stock to Temasek.

The AEC yesterday ordered an additional seven bank accounts seized after it was discovered that the accounts are controlled by the Shinawatra and Damapong families. The accounts contain 8 million baht that was feared missing last week after the AEC ordered 21 of Thaksin’s bank accounts frozen. The 8 million baht had been transferred just before the AEC’s order, to the other seven accounts.

Authorities have frozen a total of 52 billion baht, or about US$1.6 billion, frozen, money they say came from the Shinawatra family’s sale of Shin Corp. stock to Temasek. The stock sale prompted mass protests against Thaksin last year and was one of the factors in the coup that overthrew his government. The authorities also believe that the Shinawatras and the Damapongs have 73 billion baht from the stock sale remaining in Thailand, and officials are still hunting for another 21 billion baht to seize.

Sam Brownback on running for President, gay rights, the Middle East and religion
May 15
This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

Monday, October 15, 2007

Sam Brownback is perplexed. The U.S. Senator from Kansas and Presidential candidate is a Republican whose politics—he is against marriage for gay people, he is against abortion, and he has a clean image in a party tainted by scandal—should speak favorably to the party’s base. But it has not. “I’m baffled by that myself,” Senator Brownback told Wikinews reporter David Shankbone. “We haven’t been able to raise money.”

A recent poll in Iowa has put him in eighth place, with 2% supporting his campaign. “If we don’t finish fourth or better in Iowa…we’ll pull out.”

Senator Brownback’s relationship with God infuses almost every answer you find below. Although he doesn’t feel “competent” to explain why God would dislike gays, he does feel strongly that allowing two men or two women to enter into the union of marriage will destroy it for heterosexuals. Pointing to the research of Stanley Kurtz at the Hoover Institution, Brownback asserts that Northern Europeans have “taken the sacredness out of the institution.”

In the interview, Senator Brownback discusses the tug-and-pull that befalls him when his constituents show up at his office and say, “Look, I’m a conservative, but we need this bridge, we need this subsidy, we need this hospital.” Brownback feels this spending system needs to be changed; however, when it comes to energy policy, Brownback is there for his constituents. David Shankbone asked the Kansas Senator, a supporter of cellulosic ethanol, why he doesn’t support the lowering of tariffs on sugar since sugar ethanol delivers 8 times the energy output of cellulosic ethanol. Brazil, in particular, has become energy independent because of its sugar ethanol program. It’s cheaper to produce, and there is vastly more bang for the buck in sugar fuel than in corn fuel; an entire country no longer needs to import oil because of it. Federal tariffs currently make sugar ethanol too expensive in the United States. “You’re going to kill the ethanol industry here just as it gets going,” was Senator Brownback’s response. However, there is a debate over whether the process to make corn ethanol uses more energy than the ethanol itself produces.

Below is David Shankbone’s interview with Senator Sam Brownback.

IRA disbands military structure
May 14

Thursday, October 5, 2006

The Independent Monitoring Commission has reported that the Provisional Irish Republican Army has undergone major changes within their military structure and shows that the IRA Army Council wants to put its military campaign behind it. The Commission consists of John Alderdice, a former Alliance Party leader; Joe Brosnan, former Secretary General of the Department of Justice, Republic of Ireland; John Grieve, former Deputy Assistant Commissioner of the Metropolitan Police and former head of the Metropolitan Police Anti-Terror Branch; and Dick Kerr, former Deputy Director of Central Intelligence Agency.

The report states the IRA no longer has the capacity to mount a military campaign anymore or return to one. The units that have been shut down were responsible for weapons-making, arms smuggling and training. The IRA decommissioned their arms last year.

The report also mentions that the IRA has also put its criminality beyond use and is “clamping down” on criminals within the organization, said Lord Alderdice, as he presented the report. He also added, “That doesn’t mean that criminal activity by all members has stopped but the leadership has made public statements and internal directions, investigated incidents of breach of the policy, even expelled some members and has emphasised the importance of ensuring that business affairs are conducted in a legitimate way.”

Finally, the report added that there is not enough evidence or intelligence to identify who killed Denis Donaldson, a British spy who infiltrated the IRA and Sinn Fein, before revealing his status as a spy.

However, the report added that splinter groups like the Real IRA (RIRA) and Continuity IRA (CIRA) are still threats and are still continuing their activity. The Real IRA was the group behind the deadly 1998 Omagh bombing. The Irish National Liberation Army (INLA) “was not capable of undertaking a sustained campaign [against the British State], nor does it aspire to” according to the report.

It is also noted the creation of two new organizations, Oglaigh na hEireann (Irish Gaelic for “Volunteers of Ireland” and is used by the Irish Defence Forces and the various IRAs.) and the Republican Defence Army. However, the groups are small dissident factions according to the report.

The report also added that the two loyalist paramilitaries, the Ulster Defence Association (UDA) and the Ulster Volunteer Force (UVF) are also beginning to move from violence but at slower pace and not at a grassroots level like the IRA. Another loyalist paramilitary, the Loyalist Volunteer Force

The report was received warmly by Irish Toaiseach Bertie Ahern and British Prime Minister Tony Blair. Ahern, said “These positive and clear-cut findings are of the utmost importance and significance. It is time to make decisions and for Northern Ireland to look to the future.”

“The IRA has done what we asked it to do, and while issues like policing remain to be solved, the door is now open to a final settlement, which is why the talks next week in Scotland are going to be so important.” said Tony Blair in a live statement.

In a surprising reaction, the notoriously hardline leader of the Democratic Unionist Party, Ian Paisley, also welcomed the report. He believes that his party’s pressure is working and if Sinn Fein signs up to policing there could be a deal. Paisley said, “If the police question is settled absolutely on a democratic basis and principle we would have come a long way along the road.”

Sinn Fein leader Gerry Adams said “The DUP don’t have anything other than very limited options. They will or will not participate in power-sharing arrangements. If they don’t participate they are condemning people here, but particularly their own constituents, to second class public services, run by second class fly-in, fly-out British ministers. All the DUP can do is to delay, is to attempt to slow down, but they can’t stop the process of changing.”

Latest trial of the One Laptop Per Child running in India; Uruguay orders 100,000 machines
May 13

Thursday, November 8, 2007

India is the latest of the countries where the One Laptop Per Child (OLPC) experiment has started. Children from the village of Khairat were given the opportunity to learn how to use the XO laptop. During the last year XO was distributed to children from Arahuay in Peru, Ban Samkha in Thailand, Cardal in Uruguay and Galadima in Nigeria. The OLPC team are, in their reports on the startup of the trials, delighted with how the laptop has improved access to information and ability to carry out educational activities. Thailand’s The Nation has praised the project, describing the children as “enthusiastic” and keen to attend school with their laptops.

Recent good news for the project sees Uruguay having ordered 100,000 of the machines which are to be given to children aged six to twelve. Should all go according to plan a further 300,000 machines will be purchased by 2009 to give one to every child in the country. As the first to order, Uruguay chose the OLPC XO laptop over its rival from Intel, the Classmate PC. In parallel with the delivery of the laptops network connectivity will be provided to schools involved in the project.

The remainder of this article is based on Carla G. Munroy’s Khairat Chronicle, which is available from the OLPC Wiki. Additional sources are listed at the end.

James Brown dies of pneumonia
May 13

Monday, December 25, 2006

James Brown, often referred to as the Godfather of Soul, died in Atlanta due to congestive heart failure, combined with pneumonia. His death at age 73 was announced by his agent. After his dentist noticed something unusual with him, Brown was told to visit a doctor immediately. He was taken into the hospital yesterday for treatment of his pneumonia until his death at around 1:45 AM (6:45 AM GMT). It is not known whether he received a pneumonia vaccination, as recommended for people of his age.

He was born in 1933 and grew up in poverty until he formed James Brown & The Famous Flames. His influence on 20th century music, from funk to hip hop was profound.

Before he died, he scheduled a New Year’s Eve concert series in New Jersey and New York that would help kick off a 2007 tour.

Bank Equity Home Loan For A Mortgage 3 Options To Consider May 12

 • Click Here For More Specific Information On:
 • Property Me

By Robbie T. James

If you have equity in your home right now, you are in an increasingly rare category of homeowners whose home is worth more than the amount they owe on their mortgage.

There are many ways to end up in this situation, but four of the most common paths that homeowners like you generally take to a point where they have equity in their home are:

a. you put enough money down on your home when you bought it to cover the 10%-20% minimum down payment requirement – and you didn’t need to take out a second mortgage to do so;

b. your home value has not declined very much over the past 3-5 years (which would be a rarity in the current housing climate);

c. you bought your home after the late 2000’s housing bubble burst, thus getting it for a relatively low price

d. you have owned your home for well over 10-15 years and have built up equity over this time by consistently paying down your principal balance

Regardless of how you got here, if you currently have equity in your home you may find yourself in a situation whereby you would like to “cash out” some of that equity with the help of a bank. The equity you take out can be used to pay off high-interest credit cards, get needed cash for home improvements or to pay off other debts.

Choosing a Financial Institution for an Equity Loan

In order to apply for a bank equity home loan for a mortgage, you can either choose to apply with the financial institution that holds your current home mortgage, or you can find another institution such as your current bank or another third-party institution.

Here are 3 loan options for you to consider:

1. Home Equity Line of Credit (LOC):

A home equity line of credit (LOC) is available from most major banks. It allows you, the borrower who has equity in their home, to borrow money against that equity at different times in the amount and at the time(s) of their choosing.

For example, if you are carrying out ongoing home improvements, you may need to borrow some cash now, some next month, and some more in 6 months for each phase of the project.

The great thing about this option is that you only borrow (and therefore pay interest on) the amount you need – but no more. Usually, the interest rate is a variable rate, but some banks give customers the option to convert that rate to a fixed rate at some point during the life of the line of credit. Another benefit is that these loans entail no bank closing costs – and in some cases they are tax deductible.

2. Home Equity Loan:

Another option you have is a home equity loan. This is often the best option to consider if you want to borrow a lump sum all at once, then pay it back over a set period of time at a fixed interest rate and fixed monthly payments.

Advantages to this option include the ability to get funded on the full loan amount up front, have the chance to pay a fixed rate from the get-go, and have a predictable pay-off schedule. And, these loans may also be tax deductible.

3. Home Asset Management Account:

If you current mortgage is through a bank that also offers home equity lines of credit, you may qualify for a home asset management account. This simply means that, since you already have an established banking relationship with your bank, you can more easily manage your home equity line of credit.

The main advantage of this option is the ability to access the available funds on an as-needed basis, while being able to have access to one’s equity line of credit and mortgage information all in one place. In many cases, optional credit increases may be made available as the principal balance of the mortgage is paid down. And, like the other two options above, the interest may be tax-deductible.

Consider these 3 options as you look into the option of a bank equity home loan mortgage. To get the best-possible rate, make sure to apply for at least 3-5 banks.
