In addition to the list below, the Association of American Law Schools has compiled a list of law schools offering assistance to displaced students. Western Australia apologises to abused wards-of-state

The state Premier of Western Australia (WA), Dr Geoff Gallop, gave an apology to children physically and sexually abused in institutional care within the state between the 1920s and 1970s. The statement was given in reaction to an Australian Senate inquiry into institutional child abuse published last year.

“We acknowledge our state’s history, the role played by the state in providing care for children and particularly past practices in the provision of care,” Dr Gallop told Australian Associated Press.

“We apologise to all those people who were harmed as children while in institutional care, and express deep regret at the hurt and distress caused. We recognise that the effects of physical, psychological and sexual abuse did not end when these children became adults.”

Many of the children had been placed in care by government agencies.

“Overwhelmingly, the (submissions) make tragic and distressing reading. They tell of neglect, of shocking abuse, of predatory behaviour from so-called carers and of criminal activity,” Senator McLucas told federal parliament at the time of the Forgotten Australians report, last year.

“The evidence is also there that authorities in the church and in governments either knew or should have known that much of this horrific activity was occurring.”

The inquiry found that an apology was an important symbolism in recognising past wrongs and helping victims gain closure, according to an ABC News report. And Dr Gallop said the victims’ personal histories must be heard and acknowledged in order to build a better care system for the future.

WA’s Community Development Minister, Sheila McHale, said those wishing to find out about their time in care in WA as children should contact the Department for Community Development, which is also providing counselling services to those who were abused in an institution.

California man convicted of murdering five firefighters by starting wildfire

Raymond Lee Oyler of California, United States has been convicted of the murders of five US Forest Service firefighters killed while attempting to control a wildfire he had lit.

Oyler, 38, set the Esperanza Fire out of anger his dog had been impounded, according to prosecutors. The October 2006 blaze destroyed 34 houses and 20 outbuildings, scorching over 17,400 hectares. Prosecutors said he was “bent on destruction”.

Prosecutors also alleged Oyler started the fire at night specifically to leave firefighters “on their own” without aerial support. He was identified as the arsonist behind the fire after a security camera saw his car several times and samples taken from the scene matched those found in his girlfriend’s house. Oyler, an unemployed car mechanic, was also identified by the owner of a local petrol station as having stood in a car park and watched the fire’s spread.

The five firefighters that were killed died when their truck was overrun by the flames. Oyler was convicted of murdering them on Friday March 6 after a six-week trial in Riverside California. The twelve-member jury took nearly a week of deliberation before returning the guilty verdict, and will meet to hear arguments regarding Oyler’s sentence on Tuesday. He may face the death penalty.

His defense had admitted Oyler likely started several fires in the Riverside County area, but denied he had started the one that killed the firefighters.

Sodium hydroxide, also known as lye or caustic soda, is of importance to not one but various industries. Its chemical formula is NaOH and it is described as an odorless, white crystalline substance. It is available, commercially, either in solid form like sticks, pellets, and chips, or in the form of solution in water with different concentrations.

Originally, caustic soda is used in the manufacture of soap but it has become valuable in many other industries over time. In chemical manufacturing, for instance, it is helpful in pH control, acid neutralization, and off-gas scrubbing. Another notable use of the substance is in the manufacture of cleaning agents such as oven cleaners and drain cleaners, which are common household products. Usually, clogged pipes are with a mixture of fats and grease. What happens is that those cleaners that contain caustic soda turn the fats to soap, which dissolves in water. Moreover, heat is given off when the substance dissolves in water and the heat produced aids in melting the clog.

Another industry where caustic soda is valuable is the paper industry, and it is because the substance helps separate cellulose fibers from lignin. The freed cellulose fibers can then be formed into paper. Likewise, it helps bleach paper to achieve its required whiteness and brightness. The petroleum and natural gas industry, on the other hand, make use of the substance in removing acidic contaminants in gas and oil processing.

But did you know that sodium hydroxide is also used in the food industry? Yes, it is used in processes such as poultry scalding and chemical peeling of fruits and vegetables. It is likewise used in caramel coloring production and chocolate and cocoa processing. Furthermore, it is specifically of use in the production of a Scandinavian delicacy called lutefisk, which means lye fish. The substance is also responsible for the gelling of egg whites in the production of Century eggs. And, did you know that most yellow-colored Chinese noodles are made with lye-water, which are usually mistaken for containing egg?

Caustic soda or lye is also valuable in mining, textile processing, metal processing, rubber reclamation, glass making, water treatment, cotton mercerizing and scouring, and metal degreasing.

But of course, great care must be taken when storing and using the substance. When it is swallowed, it may result to severe burns of mouth, throat, and stomach, severe scarring of tissue, and death. Caustic soda ingestion symptoms include vomiting, bleeding, diarrhea, and fall in blood pressure. When it comes into contact with the skin and eyes, it may cause irritation, severe burns, permanent impairment of vision, and even blindness.

To avoid these, proper measures must be taken with regards to its storage and use. Its storage area must be cool and dry, and it must be kept away from strong acids, metals, and water. There must be adequate ventilation when using the substance. Wearing protective equipment is also important. To protect your eyes, wear protective eyeglasses or chemical safety goggles. To prevent it from coming into contact with your skin, wear protective gloves and clothing. First aid measures can also be given if an accident with regards to the use of the substance happens. When someone swallows it, for instance, large quantities of water or milk must be given to the victim. When it comes into contact with the skin, flush the skin with a lot of water for at least 15 minutes. The same thing must be done to the affected eyes when it comes into contact with the eyes.

Sodium hydroxide is truly an important chemical, with the many industries that make use of it to manufacture certain products, especially those that we get to use in our day-to-day living.

U.S. ISPs to test restricting heavy Internet users

On June 3rd, 2008, two United States Internet service providers (ISPs) announced they would begin tests to slow web access for their most active customers and charge them for extra speed. Comcast and Time Warner Cable, two of the largest ISPs in North America, both made separate announcements of their plans. The actions come in the wake of an investigation by the Federal Communications Commission (FCC), over whether Comcast had restricted some customers from sharing videos, music, and similar files. The FCC investigation led to a US Congress debate over whether and how much control ISPs should have over the flow of customer data.

Public interest groups complained in November 2007 to the FCC that Comcast had specifically targeted customers using applications that made use of the BitTorrent system, a popular form of file sharing. Free Press, an advocacy group that pushes for better oversight of cable operators such as Comcast, stated that Comcast practices were discriminatory towards users of the legal technology. “The cable companies see a hammer hovering above their heads and are scrambling to find ways to reduce the appearance of wrongdoing,” said Ben Scott, head of the group.

According to Roger Entner, a senior vice president from Nielsen IAG, as little as 5 percent of all Internet users may consume as much as 50 percent of all the bandwidth on the Internet. “This is the politically correct version of doing what Comcast had been doing before, though it takes the occasional [peer-to-peer] user off the hook,” Entner said. Sena Fitzmaurice, a Comcast spokesperson, said, “This says we won’t be looking at what type of traffic that there is, even though we still need to manage the network.”

Comcast’s tests are expected to begin in Chambersburg, Pennsylvania and Warrenton, Virginia.

While Comcast will attempt to throttle the speed of all its high-volume users, Time Warner Cable intends to use a different method. They will meter and bill clients, charging more money for faster speeds and larger amounts of transmitted data, functioning more like a traditional public utility, such as an electric company or cell phone service. Their metered billing test will begin on June 5 in Beaumont, Texas for newly enrolled customers. “Instead of raising prices across the board, consumers who are excessive users would pay,” said Alex Dudley, a Time Warner Cable spokesman. “It is clearly the fairest way to fund the investment that is going to be required to support that use.”

An Associated Press report that Time Warner Cable will bill customers between $29.95 to $54.90USD per month has been confirmed by the cable operator, with clients charged an extra $1 for each gigabyte (GB) by which they exceed their purchased plan. Art Brodsky, communications director of Public Knowledge, a consumer advocacy group in Washington D.C., has expressed concerns about the Time Warner Cable plan. Time Warner Cable’s most expensive offering, $54.90, comes with 15 megabits-per-second of data transfer speed and a 40 gigabyte limit on total data transfer.

“An HD (high-definition) movie is 8GB or so, three movies is more than half your allowance for a month, and heaven knows what else you might want to watch,” Brodsky says. “This is not a relieving congestion scheme as much as it is a rationing scheme. All it does is protect an inadequate infrastructure from the cable company.”

Bronx, New York church destroyed in suspicious blaze

Second-alarm flames engulfed a Bronx, New York church, St Nicholas of Tolentine, just before noon on Friday, forcing its pastor and seven worshippers into the streets.

The blaze began in a confessional-converted-storage room near the vestibule of the church. “I rushed over and smoke was billowing out,” said Father Joseph Girone. Girone rushed parishioners through the church rectory door as the entrance had been blocked.

Over 100 firefighters fought the blaze, and several reported minor injuries due to ceiling collapse.

Fire Department (FDNY) officials immediately suspected arson. “The fire accelerated rapidly [and] it was a heavy fire that didn’t have the normal flow of a fire”, said FDNY Deputy Chief Kevin Scanlon. Investigators are determining whether the fire is related to a series of church burnings that have been occurring across the borough.

Parishioners are distraught by the destruction of their beloved church. Father Joseph Tran said, “The whole vestibule is damaged. The ceiling, the walls and the doors”. Isabel Gonzales, a regular attendant for 28 years, said, “I feel sorry and I want to cry because this has been my home away from home for a long time”. A church official reported that it was too early to determine construction lengths or repair costs.

Devoted worshippers promised that they would hold a “Stations of the Cross” gathering outside on Friday night.

Australian company to make solar power with space technology

Solar Systems Pty Ltd, Hawthorn, Victoria, have announced an agreement with Boeing Australia Ltd for supply of Spectrolab solar cells. The agreement will result in the supply of 500,000 cells, capable of generating 11MW of electricity.

Spectrolab produces multi-junction solar cells, originally designed for powering satellites. The solar cells are three times more efficient than the cells used in typical domestic solar panels, and are capable of converting light energy to electrical energy with up to 34% efficiency according to NREL’s National Centre for Photovoltaics. Solar Systems utilise Spectrolab’s multi-junction solar cells to increase the output of their dish systems.

Solar Systems have already trialed the cells in one of their CS500 concentrating solar dishes installed at a solar power station in Hermannsburg, Central Australia, established to reduce the consumption of diesel in the remote community. Simply replacing the existing cells with the Spectrolab multi-junction solar cells increased output from 24kW to 34kW.

Solar Systems is planning to use the technology in a solar power station it will build in northern Victoria, with a capacity of 154MW.

Disease outbreak feared after mass hysteria over “sweet” water in Mumbai

“18 hours of mass hysteria” (according to the Sunday Times of India) broke out last Friday in Mumbai as hundreds of residents flocked to Mahim Creek, one of the most polluted creeks in India that receives thousands of tonnes of raw sewage and industrial waste every day after reports that the salt water had suddenly turned “sweet”.

Television reports showed people drinking water on the spot with their hands, and others bathing, apparently to wash away their sins with the “holy” water.

At the height of the hysteria, bottled mineral water was selling for Rs 50 (RM4.50), with people buying the mineral water simply for the bottles, pouring away the mineral water and filling the bottles with water from the creek.

News reports of the Mahim Creek incident sparked further mass hysteria at Gujarat within hours, with residents there claiming that seawater at Teethal beach in Valsad had also turned sweet. About 400 people had gathered by the beach in the evening.

In the aftermath of the incident, local authorities stated that they were being were extra vigilant because of the possibility of a severe outbreak of water-borne diseases, such as gastroenteritis as a result of so many people drinking contaminated water. The Maharashtra Pollution Control Board had warned people not to drink the water, but despite this many people had collected it in bottles, even as plastic and rubbish had drifted by on the current. The Municipal Corporation of Greater Mumbai had ordered a bacteriological report into the “sweet” water, but suspected that “contamination in the water might have been reduced due to the waters from Mithi River flowing into the mouth of Mahim Bay“.

By Saturday morning, the hysteria had died down, as the taste of the water had returned to normal.
